I agree with regards to the inflorescence that does not look like a spicate inflorescence at all. The plants in the foreground present as attentuata based on the overall shape and apparent trunk forming nature.

Only thing I can think off that it could be would Agave hybrid 'Blue Flame' which has attenuata in it.
It is what it is!
