I believe they are different, and I believe the second plant may be the same as this one
which I have as mammillaris x bupleurifolia (paternity presumed, not controlled pollination).
That would compare similarly with E. x japonica (=susannae x bupleurifolia), both having a green, essentially leafless parent. The most obvious difference is the taller stems of the mammilaris hybrid, with much less branching, but that's still a couple of years down the road for you. Another big difference is that japonica is incredibly shy about flowering, but the other plant will do it regularly.
For what it's worth, there's a fair number of plants for sale in your part of the world that are labeled bupleurifolia but are actually hybrids with mammillaris. I suspect someone discovered the hybrid could be propagated from cuttings, and made more of it that way, without realizing that bupleurifolia comes from seed.
