It's not called importing in this case, it's simply moving them to another entry and any member can propose it by enlarging the image and scrolling down for that option.
We generally don't like to move another members images though unless there is some communication with them first to confirm, either by starting a thread in the Plant Photo forum like this, or sending them a t-mail, especially since the photos were posted with the goal of finding out an ID.
Since this is years old and the member never returned, it's fine to propose a move for them. Should they ever return to the site, this thread will be at the top of their Home page to notify them that an ID was made.
