Ok .. I'm a glutton for punishment. I've ordered some new seeds and will try again using the Thompson & Morgan Seed Germination Database suggestions as well as try a Germination Bomb using DMSO and GA3:

The seed germination database is very old but extremely useful.

This is the entry:

Tropaeolum HA 10-15 55-65 Peaty 1/4" Can be sown in situ

HA - Hardy annual ... 10 - 15 number of days to germinate ... 55-65 temperature ... Peaty - Acid pH ... 1/4 depth ... In situ - directly in the ground.

Now I'm thinking that these seeds might have a germination inhibitor in the seed coat since there has been so much failure so I'm going to soak 10 of the seeds in peat water like sweet peas and change it daily. if the seed coat softens enough I'll even spend the time to peel off the seed coat.

Hopefully someone will have success.
