A named cultivar is a man made created cross or a discovered variation that is then given a name and propagated to resale through vendors. Since this is a plant in a wild habitat growing area, this would be considered a species.
You should never place any photo in a named cultivar based on guesses and online images, if you don't have the exact name from a vendor or nursery, it can always be placed in the generic entry, in this case, in the species of Rudbeckia hirta.
