I would plant it in soil myself. That is a very small cutting, just a single node. I am glad it already has a leaf. If it were mine, I would dip that bottom in powdered rooting hormone that has fungicide in it and plant it in a chunky well draining mix just to just barely over the white tissue and set it in your sunniest window.
