This doesn't quite fit the description for C.'Nelly Moser'. One of it's distinguishing characteristics is the color of the stamens that should be reddish.

Hamilton Square Garden, Historic City Cemetery, Sacramento California.

Removed the Nelly Moser caption and moved image to the generic clematis.
It could be Clematis 'Dr. Ruppel'
