Here is the source photo. The Japanese garden is laid out around a pond formed by a dam across small stream. The bridge crosses this stream at the dam, as part of a trail that circles the pond and leads to another small garden that has its own special water feature, namely a fountain that is set into a wall that is decorated with ceramic tiles. It's all part of the Cranbrook campus in Bloomfield Hills, Michigan.
The sound of the water flowing over the dam just adds to the enchantment one feels standing on the bridge and looking back to the serenity of the garden.
