That is Four O'clock also known as Marvel of Peru. It's an annual flower and I don't think the seeds are edible. (They look like little black hand grenades...). The plant gets it's Four O'clock name because the flowers bloom for one day, fall off, and are replaced (supposedly by 4 pm). Sorry about your tabasco pepper failure. But if you save the Four O'clock seeds and plant them again next spring, you'll have lovely flowers!
