Ice Plant (Delosperma cooperi)
I did too, but no idea about its' salt tolerance / likelihood of showing up @ shoreline.
Baja_Costero said:"Ice plant" is a name for that entire family of plants (Aizoaceae) which includes Carpobrotus, Delosperma, and many others. Including beach dwellers like Mesembryanthemum (an annual, and also not a match) which grow along the California coast as well. The genus includes several invasive flowering succulents like this one.
The flowers in the original post look like they have 5 petals, which would place the mystery plant out of that family.
