This confuses me. Flowers look like that in the mint family, even arranged in such clusters. But I couldnt reference this...

Probably not all that helpful but there is a similar plant in California. Its a Lamiaceae family.

It looks like Morina persica, for which there doesn't seem to be an entry in the NGA database

Reminded me of Morina longifolia but had trouble finding a Morina with spiny thorns!
