WANT TO KNOW IF THIS IS A CORRECT METHOD.
AFTER DAYLILY SEEDS ARE IN THE REFRIGERATOR
WITH A DAMPENED NAPKIN FOR 3 WEEKS.
NEED TO KNOW IF CAN I TAKE THEM OUT OF THE REFRIGERATOR
AND SOAK THEM IN WATER WITH 5% HYDROGEN PEROXIDE ADDED,
UNTIL THEY SHOW ROOTS STARTING TO FORM.
AFTER WHICH I CAN PLANT THEM IN MY COLD FRAME

I won't say it is a correct method, because I have never done it. But I think it is a method that could work. It seems more like two methods to me.
The three week period in a fridge at a temp lower than 40 degrees F. with some moisture is pretty well accepted I think.
I also think that a lot of people soak their seeds with a water and peroxide solution.
I just have not known anyone to do both.
To me the main benefit of the stratification of daylily seeds is to narrow the period of time from the first and last seed sprouting, in other words more uniform sprouting time.
I have herd of people using the peroxide and water method to sprout seeds, and I think that is mostly to not waste time and space planting seeds that don't sprout.
I have planted daylily seeds in a cold frame before and was amazing to see the extra growth it provided for a one year old plant.
So I see nothing wrong with your suggested method, it is just a little more time consuming but I see no reason it won't work.

Last year I have pre-soaked with a water/peroxide solution for a very short time (minutes) to kill any fungal spores on the seeds, or in my germination baggies. I then rinsed that out and put them in the fridge for a few weeks (up to 5, I think), before pulling them out to room temperature. However, my peroxide must have been degraded as I got some fungus growing on some seeds during that incubation (including super-pricey ones) and had to throw them away as they turned to mush. Grumbling
So my method was terrible.

But 5% hydrogen peroxide is enough to kill everything, including your seedlings.
The bottles they sell in the drugstore are only 3%. I am going to assume you meant 5% of that 3% solution (0.0015% final H202).

If I was you I would probably skip your hydrogen peroxide second step. Or do an experiment to compare 2 batches, one with and one without then come report back your findings.

Edited to add that my % peroxide looked wrong. That came from a Google "what is 5% of 3%". However, taking the number 3 and dividing it by 100 is 0.03 (1% of 3%). multiply that by 5 (for 5% of 3%) gets me 0.15% final that looks better to my eye. So the real calculation should be (3/100)*5. Google must be making a different calculation, most likely (0.03/100)*5. The joys of trusting Google.

There are just sooooooo many ways that will work with daylilies. They are so tough, they tend to live through whatever crazy ideas we try.

For the record, after putting them in the refrigerator, dampened, for 4 weeks (what I call stratifying), I go straight to planting, but I water with a 5% peroxide solution while they are getting up and going. The seeds seem to like it, and it seems to keep the gnats under control.
