Looks like variegated knotweed.

Don't know about the variegated type but the Japanese knotweed is Highly Invasive and on the banned list in many states.
..a balanced life is worth pursuit.

Confirmed as Variegated Japanese Knotweed, a highly invasive plant.

I love the leaves on the Variegated Japanese Knotweed (Reynoutria japonica 'Variegata') It's a shame it's so invasive!

I agree. It's a very handsome plant that will be sprayed with vegetation killer as soon as it stops raining. Glare Thumbs down I agree
