some kind of Euphorbia in Delaware

southeast Pennsylvania (Zone 6b)
I took some photos of thick, dark green leaved groundcover at a rest stop in northern Delaware (Zone 7a) that has flowering stalks now above the foliage. It looks like a Euphorbia or in the family. What is it?
