Lobelia-like forb growing in a water run in very wet soil

southeast Pennsylvania (Zone 6b)
This looks like a pale Lobelia growing all along a water run here in southeast Pennsylvania. One person called it "Frog Flower." It does not seem to quite match up with the lobelia species that I see described in my field guide to wildflowers.
