I found a few patches of planted groundcover in central Delaware in USDA Zone 7a. It makes me think of being a kind of Euphorbia. It has some new growth showing that may bloom soon. What is it?

Stems would need to be woody if it is an Arctostaphylos sp. Are they woody?

The centers of some are elongating to .. bloom? Kind of what my ground cover, that I think is some euphorbia, is doing too. I'm not sure. In the yard today I wasn't sure it matched this very well. Maybe I can post a pic tomorrow.
