I believe @JayZeke is on the right track.

I think this will be in the Cerapegia group of plants (formerly classified as Stapelia). Yes, those are flower buds which when it blooms will likely have an exotic starfish shape to it. There are a number of these plants that have so-called 'Carrion Blooms' due to their fragrance (or stink, if you like) which attracts flies etc. as pollinators. You can look at photos of these plants in the NGA database here. Just search 'Cerapegia'. Interesting plants.

This looks a lot like Orbea variegata. Please post a pictures with the open bloom?
