we have a weeping willow in the yard of our new house ....the problem is it is near the weeping bed for the septic system.... we plan on pulling it out and wondered it just cutting the roots off after we pull it out will stop it from growing new growth ...

Maybe. Maybe not. More than likely any root left in the ground will produce new growth. Just monitor and pull any new growth and it will eventually give up.
If that's too time-consuming you could cut the new growth about an inch above ground and paint the stumps with glyphosate concentrate.
Maybe someone else will weigh in with a better idea.

Take no prisoners. Cut off all new top growth, Roots will decay in time.

If you can drill a hole in the stump of the tree and pour salt into the hole. We had a tree that just kept coming back no matter what. Finally called a professional, he said this works every time.
