I first saw some of this lovely cultivar being sold in pots when I was working at a conventional nursery in the west suburbs of Philadelphia, PA. It is a hybrid between the Japanese Pieris x the Mountain Pieris that is native to the Appalachian Mountains. Unfortunately, the American species is harder to propagate and does not adapt as well to cultivation. This hybrid does do well in cultivation and is easy to propagate by taking cuttings in the fall and rooting them in peat/perlite mixture under a plastic tent. Its flower clusters are upright like the American species but also drooping like the Asian species. There are a few other such Japanese/American hybrid cultivars, though I have not seen any yet.
