How to prevent woolly aphids on petunias? - Knowledgebase Question

We have grown petunias for many years in our town planters. Last year for the first time we had aphids on the petunias in the planters. Neem oil did keep them blooming but not as full as they usually are. Any suggestions on what we can do to prevent an outbreak next year.

I'm sure how feasible this is but every time you water inspect the plants for aphids if you see any spray with insecticidal soap. Aphids are easy to kill but they got power in numbers. Hope this helps.
