I will be adding these 3 perennials to our front flower garden within the next week or so (early September). We live in Ottawa, Canada and would like to know if these plants should be cut back to just above ground level before winter sets in.

You can cut back the goatsbeard and peonies which are herbaceous perennials once they have lost their green colour or leave them until spring, but the hydrangea is a woody shrub and would not normally be cut back to the ground.

I would just leave them and cut in the spring.
