My 3-4 yr old ornamental tree has very long low lateral branches as well as a wide forked top. The overall height is approx 12 ft and spindly. Should it be cut back all around to help it fill out. Is now the right time? Main trunk is about 2 1/2

You can prune your crabapple to help it fill out. Wait until after it has finished flowering and do your pruning at that time. Most crabapples begin developing flower buds for the following season in June or July so prune prior to that (but after this year's flower display) and you'll have lots of flowers next year.
