it appears as though something is snipping off the leaves of my newly planted lemon tree. can you please help me? thank you

I can't really tell what might be attacking the leaves of your tree without seeing it. If it's a new tree, it may be dropping leaves in response to transplant stress. If so, you'll see new growth soon. If you can tell that something is actually cutting the leaves, I wonder if leafcutter bees are active in your garden? They typically cut half-moon shaped pieces out of tender new leaves. Another possibility is that caterpillars may be munching on the leaves, especially if only part of a leaf is missing. I hope you can figure out just what's going on with your tree!
