I just bought a pomegranate tree that is about 3 feet tall..will it produce fruit this year? Also, how can I know when the fruit is ripe. Lastly, when should I plant it?

Congratulations on your new tree! You can plant it in your landscape now. Be sure to choose a sunny spot. Pomegranates can begin bearing about 2 1/2 to 3 years after planting. Fruits are usually ripe 6 to 7 months after flowering has finished. You can tell a fruit is ripe if it has a hollow sound when you tap it. Enjoy!
