We have 2 large shrubs and 1 agave cactus which were frostbitten. When should we cut them back? or is there something else we should be doing.

Wait until new growth begins to show on your plants before cutting out the dead plant material. Once you see new sprouts you can remove any dead growth to just above the new sprouts. Once you've pruned your shrubs you can tackle the agave. If the center of the plant remained alive you simply need to prune away the dead outer foliage. Best wishes with your garden.
