When I bring my bird of paradise plants indoors for the winter, new leaves do not fully open. The top of new leaves do not unfurl. Why? Why have I never had flowers even in the summer when plants are outside?

It sounds as though your bird of paradise needs a source of supplemental light during the fall and winter months. Without adequate sunshine, the leaves won't open fully. You might try a gro-light or a bank of fluorescent lights to provide the required UV wave lengths to encourage healthy growth. Hope this does the trick!
