Front yard soil dries on top but holds water (wetter) deeper down. I am tilling to dry out and remove rocks/boulders. I will mix with compost but will this solve the problem of clay-like soil, 18 in. deep for planting?

Your plan sounds like a good one. Compost, or other organic matter will help the soil drain well. After planting, spread 2-3 inches of compost over the top of the soil. This mulch material will help slow evaporation and keep the top of the soil from drying and cracking. Enjoy your garden!
