Plumerias need to develop branches before they will flower so watch for the branching and you can expect flowers that same year. Mine was 3 years old before it developed branches and began flowering. I'm not sure what might be stuck to the undersides of the leaves. It sounds like insect eggs. I'd wait for the leaves to drop off the plant later this month and then pick or rake the leaves up and dispose of them. Whatever has decided to attach themselves to the undersides of the leaves won't be able to attack your plant in the springtime. Enjoy your plumerias!
