I am trying to go organic.Is using old car tire for planting a good idea?

Old car tires can leach chemicals into the soil so if you want to go organic, use an organic material for your planting beds. You can use wood, bricks or concrete blocks to make a planter or you can simply mound up some soil up and slope the sides with a rake. This will give you a raised bed without the problems associated with old car tires. Good luck with your garden!
