I need to know when and how to(tools to use) to prune a dwarf spiral alberta spruce

Early spring is the best time to prune your spruce. You can use hand pruners or even scissors to clip any growth that appears along the bare center stem of your plant and then trim off an inch or two of the rest of the growth. If you prune every spring you'll be able to keep the spiral shape of your spruce without having to do a lot of pruning. Hope this clarifies things for you.
