Hi, I just bought my first home and it came with a flowerbed with existing plants. The home is 2 years old, and I was told by my realtor that the previous owners did not take care of any of the plants except water them every now and again. I believe the plants were not established in their first year, and they do not seem to be dead but they are not thriving.
There are about 15 assorted plants, but the ones I am most concerned about are the kaleidscope abelia, dwarf norway spruce, and another plant that I can't make out. There is a local park with similar plants, and I notice those plants are big and lush - and the park has been around the same time as this home.

My question is, is there anyway to revive the plants where they will grow like they should have? Or should I count my losses and there is no hope in saving the plants?

The abelia looks fine, just trim out the dry stems to shape it. I would add a layer of compost around it, keeping it away from the main stem and give it regular waterings.
