Hi! I am very new to growing Dahlias and I started with 3 Dark Angels Pulp Fiction tubers some weeks ago, all of which have reached about ~6" tall. What is odd to me is that the the foliage is all green. Do they turn dark when they are more mature? Or maybe I was sent the wrong ones?! Confused Lol, time will tell, but if anyone has a guess or an answer to that I would love to hear your thoughts. Thanks!

Welcome! Julia: my experience is if they are meant to be dark leaved they are dark from the start. Yes you may have gotten mislabels, if you don't mind the time/effort, grow them and see if they grow on you.
Every gardener knows that under the cloak of winter lies a miracle ... a seed waiting to sprout, a bulb opening to the light, a bud straining to unfurl. And the anticipation nurtures our dream."
