What's is wrong ...Beets, spinach, chard stop growing at about 1-2 inches tall?

"Live in Pacific NW. Grow veggies in 4x8 ft slightly raised beds. Other things grow fine. Moved here 3 years ago. Seems these did fine first year of growing, and have just stopped last 2 years. Tried several times, several seasons, and in different beds. Thoughts???" - Read the answer
