When to move seedlings

I've killed the majority of my poor veggie seedlings this year, because I never got back to them to transplant them. How do I know when it's time to transplant them? They're still not super big, about 4-6" tall, and the stems are so thin, they just flop over. They don't look hardy enough to make it in the regular garden. This is our second year trying seedlings, the last time was several years ago tho. Any suggestions/info is appreciated.
