mum bush has bugs!

My mum bush in the yard has tiny red bugs all over the stems,I spray them off
but a few weeks later they are back.I do
not use pesticides in my yard or on any plants...can you tell me what these bugs might be and how to get rid of them naturaly.Any help would be appreciated,thank you!
