Orange tree /No Fruit

I have had an orange tree planted outside for 4 yrs and it grows well but I get no blossoms or fruit. It gets full sun until 3:00P.M. It is growing really well with very dark green folage. I have scratched in 10/10/10 several times this spring . I deep water once or twice a week. my soil is rich and drains well.
1.What do I need to do? 2.When do they normally bloom? All help is appreciated, Thanks
