Provide more light and try watering from the bottom not overhead. Also do not cover the seed just press them into the soil and use a sandy mixture.

- If you started from seed and the seedlings sprouted close to each other, try thinning them out or transplanting them to a more open space. My seedlings always stay leggy until I transplant them. My basil always does will when they stand alone.
