Seeds on cotton ???

I saved seeds from my basil last summer. I am attempting to grow these seeds. My husband told me to place them on cotton and to add water below so the cotton will absorb the water. I have also given it artifical light source. The seeds have developed a sac around it. I beleive this to be testa, a protective coating. Anyone ever hear of this technique, if so, when do I transplant to to individual little pots with soil ?
