Cats can be deterred by putting small upright twigs throughout the flowers, or sometimes by sprinking pepper.
Setting lots of mousetraps upside down works really well, too.-

I bet those mouse traps catch a few unwary gardeners too. In South Georgia, we just get a dawg! Lava rocks spread around work well too!
