Flagstone step path

I'm about to put in a flagstone path (stepped, not fitted). The base is fairly solid clay/soil; I've dug out about 3 inches. I'm planning on putting down the landscape material, then a couple inches of aggregate. I'll place the 'stones about 4" - 6" apart, and dress it all out with pea gravel. I've also dug out small trenches along known drainage paths, filled with rock and brick pieces in lieu of gravel.
Would this be sufficient - and keep the 'stones from rolling eventually?
