mulching in full shade garden?

The side of my house is in full shade all the time, although it is bright. There is Creeping Myrtle ground cover and fern battling it out to control the whole 20x5" area! I want to remove them both, plant other plants (like shade-loving scrubs and perennials), and use landscape fabric and mulch to prevent weeds (like the myrtle and fern) from coming back. But is using fabric and mulch, too much for an area that does not receive direct sunlight? Will it cause the ground to be too moist?
