Seedlings that grow sideways are reaching for light. The single best wat to grow them straight up is to provide artificial light from a shop light fixture, and I have found that side shields are necessary because even then the natural light through the windows is brighter than what I can supply.
You could turn the flats the seedlings are growing in to change the direction the light comes from and they will turn in that direction but that means you will need to turn the flats periodically.
