yellowing pepper plants

This is the 2st year that we have put shredded paper around our tomato and pepper plants. Some are doing good but the peppers seems to be turning yellowish and not growing very good. Also some of the roma tomatoes are doing the same but not as bad. Please let me know what I can do to help this problem. I would also like to know what will make the plants more productive especially this year with the economy the way it is now. Thanks
