what kind of paint should I use on my cement bird bath?

The birdbath was in our yard when we bought the house in 1994. Needless to say, it is in severe need of repainting. The pedestal and the outer (lower) portion of the bowl are white. The inner face of the bowl is sky blue. The bath stays out all winter, although I turn the bowl upside down. (It looks like a giant mushroom when the snow piles up on it!) How should I prepare the surface to be repainted and what kind of paint do people recommend? Thanks
