Dogwood not Flowering

I have a pink Dogwood tree that I planted about 3 years ago. I'm in NJ. It was fairly large/mature when I planted it. It gets direct sun all day and decent moisture. But, it doesn't really flower. Most pink dogwoods flower first and the leaves follow. I have leaves with some very small budding flowers. Last year, the flowers finally opened about a month after all of the other Dogwoods in town bloomed, but the tree was still mostly leaves, with some flowers.

Any ideas what's going on and how I might fix it?
