Cant get 1 gallon Azalas to grow

We have a hobby farm in western tennessee, and three years ago planted 140 1 gallon bushes from Lowes. Every year I am having to replace them because at least 1/3 of them die. What are we doing wrong??? They are grown in red clay, but when planted them we added miracle grow potting soil and shrub food. We have a weed fabric over the bed. Could this be the problem? Some of them are very wet at the roots when I go to replace them.
