ground-cover care

I bought a house that has a steep front lawn. There is gorund-cover (fern like maybe?)on the steep part. It is a MESS!I dont know where to start. There are weeds and leaves all in it, its uneven, and I would rather have another type of ground-cover there if possible.Its impossible to rake out the leaves.What can I do??
