Cedar chips in the garden

The simple answer to you question is yes. If you have access to other, less expensive, material that is always better, for example shredded leaves which fall from deciduous trees every year are free and make an excellant mulch. Wood chipped by your local tree trimmers is often free for the asking and would be a good mulch, especially since you are recycling a material that will take up space in a landfill.
