Starting potatoes in the snow

On the rare occassion I have seen potato peels germinate in the compost pile there usually is not enough of the potato to support growth long enough for that to grow and produce potatoes. More often than not potato peels simply tossed on top of the snow would be a food source for many wild critters and would not last into the spring. Based on what I have seen over the years this is a myth.
