That could be due to lack of pollination, are there bees flying around? That could also be because the soil does not supply the appropriate nutrients because the soil does not have them or the soil pH has the necessary nutrients tied up. Contact your local office of your state universities USDA Cooperative Extension Service about having a good, reliable soil test done.

    I've had good luck with eggplants. They are warm weather plants, so maaybe the chill has something to do with it. Also, they like lots of sun.Enrich the soil with compost, add some wood ashes, but not too much.
    Easy of the fertilizer. You may want to try to prune the plants, also.
